This is the council area, not Newport. Hobsons Bay is a whole local government area covering many suburbs, and neither state publishes a projection for a single suburb. Growth is never spread evenly across a council - a greenfield estate and an established street inside the same council will move very differently - so read this as the direction of the wider area a suburb sits in, not as a forecast for its own streets. Only the years the publisher itself lists are plotted: nothing is filled in between them, and nothing is carried past 2036.
